I think that he made the right decision on waiting. Because no one was ready to attack Pearl Harbor. Also i think that no one really wanted to attack Pearl Harbor because they didn't want to. And so this way he can get all of his men together and trained so they are ready to attack. This is why it was a good idea that Roosevelt waited to attack Pearl Harbor.
